Shefar'am

Shefar'am Business Park has the Potential to Provide Quality Employment Opportunities and Industrial Development 

As part of its efforts to develop the economy in Israel’s periphery in general, and in the Israeli-Arab population centres in particular, The Portland Trust is assisting in the creation of Shefar’am Industrial Park. The Israeli- Arab community, which represents most of the Galilee population and 20% of the national population, suffers from a high poverty rate with 44% living below the poverty line. As with other communities in Israel’s periphery, Shefar’am has benefitted little from the positive economic growth that the country experienced over the past decade and remains characterised by low income, lack of opportunities and a high unemployment rate.

Capitalising on its location near Haifa, as well as business and public leadership support, Shefar’am Industrial Park has the potential to provide quality employment opportunities and industrial development to elevate the quality of life of the Arab population. The Portland Trust has established a strong partnership with Government agencies and the local Municipality, working through a joint steering committee for the development of the Park.

The Portland Trust also worked with the Shmuel Ne’eman Institute on an economic and business feasibility study. The study (a master plan for industrial development in Shefar’am) aims to assist efforts to harness government and other stakeholders in the implementation phase of the project. The study provides a detailed definition of  the Park’s specific industries and services that together will render competitive advantages for the Park. The Portland Trust is also working to develop key projects including an export hub for Israeli-Arab companies and cooperation between Shefar’am and the city of Yoqneam around manufacturing enhancement, all with the potential to support the Park’s offering.

The Portland Trust is a British non-profit ‘action tank’ whose mission is to promote peace and stability between Israelis and Palestinians through economic development.
